NSW/ACT EXECUTIVE OFFICER – EXPRESSION OF INTEREST

This is a brilliant opportunity to work for a long-standing and dynamic organisation with members from government, private sector, academia and interest groups in the open space, parks, horticultural, recreation and leisure sector.

The EOI provides for:

The services required will generally include implementation of PLA’s Strategic Plan for the NSW/ACT Region which includes an annual training and professional development program; annual Regional Conference; sponsorship development; administration for the Regional Council meetings/working groups and membership support. The role also includes assisting in the preparation and management of the NSW/ACT Region PLA budget.

EXECUTIVE OFFICER – NSW/ACT REGION

  • Fee for service: $80,000 per annum including GST for generally 21 hours per week
  • Hours per week will be flexible to ensure delivery of major events including the annual Regional Conference (usually held May or June) and other events as agreed. This will be offset by quieter periods when less hours are required.  
  • Holidays/sick leave are not included in this fee (as per contract)
  • Profit share opportunity in addition to fee for service
  • Duration: 3 years with annual performance review
  • Commencement Date: As soon as possible. Existing contract ends 31 May 2022
  • Location: Sydney or NSW/ACT subject to negotiation

 

The NSW/ACT Region of PLA is seeking an Expression of Interest from suitably qualified and registered businesses or propriety limited companies to provide Executive Officer support in undertaking a range of training, professional development, event delivery and administrative services across NSW and ACT.

The work will generally include implementation of PLA’s strategic plan for the NSW/ACT Region which includes the delivery of an annual training and professional development program, annual Regional Conference; sponsorship development; regional administration including Council meetings/working groups and membership support. The role also includes assisting in the preparation and management of the NSW/ACT Region PLA budget.

The services PLA is seeking are outlined in the core services below. The successful contractor is expected to operate within a contract which will be between PLA and the provider of the service.

Ideally the applicant will understand the leisure and parks industry. The position is a part-time role with hours fluctuating depending on outputs and requirements for delivery of the core services identified. The NSW/ACT Region of PLA consists of members from a range of professions and disciplines including local government, education institutions, private consultancies, industry, business and public service providers. The NSW/ACT Region Council has up to 10 volunteer regional councillors plus co-opted members and generally meet bi-monthly. The Council services a membership of approximately 400 members, including corporate memberships.

Requirements

 

  •  Applicants must operate as a registered business or propriety limited company (no sole traders).
  • The successful company will be engaged as a contractor, not an employee of PLA.
  • Engagement will be under an independent contractor agreement and the contractor will be required to hold the appropriate professional indemnity and public liability insurances as outlined.
  • The successful applicant will be required to work from their own office supported by their own software, PLA software under licence and communication technologies.

Performance of the contractor will be reviewed annually (pre June 30) by a small panel of NSW/ACT Regional Councillors against the following measures for the preceding year:

 

  • Annual regional budget cost positive with a 10% profit achieved for PLA.
  • Annual training and professional development program delivered
  • Regional member engagement and satisfaction is increased
  • Number and diversity of the regional membership is increased

 

Fees

Fees for the services of the Executive Officer will be based on a fixed fee (lump sum including GST) of $80,000. including GST for 21 hours per week. 

 

Hours per week undertaken will be flexible with the expectation that more hours will be required in the lead up/delivery of the annual Regional Conference (usually held May or June) and other events as agreed.  This will be offset by quieter periods with less hours required. The lump sum fee is to accommodate these fluctuations with no additional fees able to be charged.

Holidays/sick leave are not included in this lump sum fee (as per contract).

It is expected that the annual NSW/ACT budget will be cost positive with a 10% profit achieved for PLA. This is a key performance indicator for the contractor. 

In addition to the payment for the performance of services, a profit share arrangement is available where greater than 10% return on income for the region is achieved at the end of each financial year.  The profit share allocation will be 30% to the contractor and 70% to PLA.  

Selection Criteria

 

The following selection criteria will be used to assess the Expression of Interest.

 

  • Demonstrated experience in delivering the core services outlined below.
  • Demonstrated event and professional development program coordination and delivery.
  • Skills and experience in administration especially use of technology and social media
  • Experience of working with industry and professional bodies and working with volunteers
  • Experience and/or understanding of the parks and leisure industry
  • Experience in seeking and resourcing sponsors

 

The following skills and knowledge are considered essential:

 

  • High level of competence with Microsoft Office particularly Word, Excel and Outlook
  • Ability to manage budgets
  • Ability to work independently and deliver outcomes within the work hours identified
  • Attention to detail and reliability
  • Good coordination and organisational skills
  • High level of written and verbal communication skills
  • Competence with web sites and social media, managing content and on-line communications
  • Knowledge of NSW/ACT stakeholders and the opportunities/needs of the parks and leisure industry.

The following skills and knowledge are desirable:

  • Experience with Office 365
  • Suggestions or ideas for improvement to the operations of PLA NSW/ACT and the delivery of a robust professional development program

Expressions of Interest will be assessed and interviews held for shortlisted applicants (virtually or in person) by a panel of NSW/ACT Region Councillors within one to two weeks of the closing date.  All applicants will be notified of the outcome.

The successful applicant will provide the following core services to the NSW/ACT Region of PLA in line with the Region Strategic Plan.

1.    Regional Council Governance

  • Liaise with the National Office and other Regional Secretariats on all matters relating to PLA Governance and Management
  • Provide bimonthly EO activity report to Regional Council meeting including Success Metrics report (to be provided)
  • Coordinate Regional Report for quarterly National Board meetings and the annual PLA AGM Report
  • Support the Region’s President and nominated National Board member
  • Support and attend annual National Conference and National Strategic Planning Session as required (November and April)

 

2.     Annual Regional Conference

  • Deliver annual Regional Conference in line with national framework (usually held May/June with 2022 conference in July)
  • Coordinate and organise NSW/ACT Regional Conference Committee meetings to support the event including agenda, minutes and actions arising
  • Manage annual Awards of Excellence including sponsorship, event planning, promotion and delivery (held concurrently with annual regional conference)

 

3.    Professional Development Events

  • Produce, promote, deliver, evaluate and review Annual Calendar of financially viable training and professional development programme integrated with the National Calendar
  • Participate in National PD initiatives
  • In conjunction with the National Office, promote PLA products and services to the sector

 

4. Regional Council Operations

  • Postal retrieval and correspondence management (hard and electronic media) including coordinating Issues/Questions with appropriate PLA person (s)
  • Provide a point of contact for the NSW/ACT Regional Council and membership
  • Provide a phone number for business hours, business days and answering service when the regional office is not attended
  • Coordinate and organise bimonthly NSW/ACT Regional Council meetings including agenda, minutes and actions arising
  • Coordinate and organise bimonthly meetings to 3 Portfolio Groups (currently Partnerships, Membership and Professional Development)
  • Ensure compliance with all PLA policies and systems
  • Review region web/social media presence and update as appropriate and in conjunction with National office
  • Produce a monthly electronic newsletter for distribution throughout the Region.

 

5.    Strategic Planning

  • Coordinate review and update of NSW/ACT Region Strategic Plan annually (usually August)

 

6.    Financial Management and Business Development

  • Develop, monitor and review the annual budget for the region (in conjunction with Regional President and Treasurer)
  • Achieve a minimum 10% return on income for the region
  • Present update of the regional budget to each Council meeting and National office as required
  • Develop, monitor and report on all training/event budgets
  • Develop, monitor and report on Regional Conference budget at each Council meeting and National office as required
  • Review monthly transaction reports and profit and loss statements with Regional Treasurer
  • Reconcile monthly credit card
  • Complete all State Government grant applications, acquittals and reports.
  • Develop and maintain a sponsorship package in line with National guidelines
  • Secure, renew and service regional sponsors

 

7. Advocacy, stakeholder management and membership services

  • Facilitate the development and delivery of key advocacy messages to all levels of government and the broader industry relating to relevant topics and issues as directed by the NSW/ACT Region Council
  • Maintain formal working relationships with industry and sector peak bodies in NSW/ACT Region as per national policies
  • Actively target new memberships and retain existing members to PLA
  • Follow up with non-renewing corporate members in partnership with National office
